Oil refining manufacture in Kazakhstan to be taken under state control - newspaper

Almaty. July 29. Kazakhstan Today - Oil refining manufacture should be taken under state control in Kazakhstan. This would be the precondition for stabilization of the situation in home market of mineral oil. The chairman of inter-regional inspection of Agency for Competition Protection of Akmola and Karaganda oblasts and Astana city, Abdykarim Abjanov, informed on Monday, the agency reports to the newspaper Time. The analysis has shown that the Kazakhstan factories can not produce necessary amount of fuel needed for the country and suppliers are compelled to buy petroleum products abroad at higher price. According to the forecasts of Doctor of Economics, Mazhit Kojatdinov, the situation in the home market will stabilize only when domestic oil refining factories satisfy internal demand. "It will happen in three or four years when construction of new oil refining factories is finished," the expert considers. There are only three oil refining factories in Kazakhstan, and, taking into account that Pavlodar oil refining factory is not working now, the portion of import fuel in home market totals about 45 %. Atyrau oil refining factory will be under reconstruction soon, after which stocks of fuel will not suffice for maintenance of the domestic market and the portion of import of petroleum products will increase up to 60 - 65 %, which will lead to increase of price of fuel. According to M. Koyatdinov, the government can constrain increase of prices of fuel maximum for two months. As it was informed earlier, the Minister of Energy and Mineral Resources of Kazakhstan, Sauat Mynbayev, on July 14 at the government meeting expressed hope that volumes of delivery of diesel oil to the domestic market will be increased. The Energy Minister emphasized that Kazakhstan oil refining factories should speed up their work on deliveries of the reduced price of petroleum products for agricultural producers.
