Business inspection reforms are positive - press conference in Almaty

ALMATY. August 10. KAZINFORM /Serik Koibagarov/ Today Almaty has held a press conference devoted to the reform of the system of business inspection. The event organized by the Kazakhstan Entrepreneurs Forum and USAID Business Environment Improvement Project in Kazakhstan was attended by President of Almaty Association of Businessmen Viktor Yambayev, International Expert of the USAID project (BEI) Igor Gutan and a representative of the Kazakhstan Entrepreneurs Forum Munavara Paltasheva and others. As is known, on July 17 the Kazakh Government adopted a Law On Amendments to some legislative acts of the Republic of Kazakhstan on private entrepreneurship based on the Concept on improvement of the system of inspection of small business elaborated by the Ministry of Industry and Trade together with the USAID Project on business environment improvement. The Law was adopted within the Governmental Program on reforming the system of inspection of small and medium business by the state bodies for 2007-2009. As the participants of the press conference stated, the recent amendments to the legislation and further reforms scheduled for the nearest outlook carried out by the Government in close cooperation with the business community and the USAID, target on changing the paradigm of inspections - from "punitive" to "preventive-expository' one. The participants highlighted that the amendments were positive and were positively assessed by the business society. However, according to them, the authorities face huge task on implementation of the norms of the law and further reform of the inspection system.
