Responsible Secretaries of central executive bodies appointed
Astana. October 29. Kazakhstan Today - Responsible Secretaries of the central executive bodies have been appointed by the decree of the leader of the state. The Prime Minister Karim Masimov informed on Sunday during the government session, the agency reports. The Prime Minister noted, "The functions of the Responsible Secretaries of the Ministries of Defense, Internal Affairs and Emergency will be executed by the ministers." The Responsible Secretary will be appointed in the National Bank in the near future. Rapil Zhoshybayev has been appointed the Responsible Secretary of the Ministry for Foreign Affairs of the Republic of Kazakhstan, Tobylbek Omarov - of the Ministry of Agriculture, Askar Kenzhekhanov - of the Ministry of Justice, Serik Praliyev - the Ministry of Education and Sciences, Akmaral Asatova - the Ministry of Health, Gulshara Abdykalikova - the Ministry of Labor and Social Protection, Vyacheslav Sovetsky - of the Ministry of Industry and Commerce, the Ministry of Transport and Communications - Abelgazi Kusainov, The Ministry of Finance - Anuarbek Sultangazin, the Ministry of the Environment Protection - Rustem Hamzin, the Ministry of Culture and Information - Yerzhan Babakumarov, the Ministry of Tourism and Sports - Hoblandy Musin, the Ministry of Economics and Budgetary Planning - Dina Shazhenova, the Ministry of Energy and Mineral Resources - Askar Batalov. Batyr Mahanbetazhiyev has been appointed the Responsible Secretary of the Agency of Republic Kazakhstan for information and communication, the Agency for management of land resources - Abay Ikranbekov, the Agency for Statistics - Jury Shokamanov, the Agency for regulation of natural monopolies - Alexander Konoplyany, the National space agency - Yergazy Nurgaliyev. The position of the Responsible Secretary of the central executive body was introduced by the decree of the President from July 27 of 2007. Introduction of the post is one of the steps, which have been directed at realization of the carried out by the government of Kazakhstan the administrative reform. The measure is called to raise an overall performance of the ministries and departments, to provide their transparency, to regulate personnel selection of the state bodies and to lower the risk of susceptibility to corruption influence through systematization of the management of state functions. A Responsible Secretary is a political civil servant possessing special status; he is appointed to the post and is dismissed by the President of the Republic in coordination with the Prime Minister. The post is equated with the position of the first vice minister or the first assistant to the state agency. The Responsible Secretary is accountable to the President, the government and the head of the corresponding state body. The responsible secretary does not cease the powers in case of resignation of the government, the head of the central agency.
